About this Role
Under the general direction of the Staff Services Manager II (SSM II), the Staff Services Manager I, Specialist (SSM I), serves as a technical expert consultant to departmental staff on a variety of practices related to the Statewide Recruitment Program. The incumbent is responsible for researching and developing statewide recruitment strategies to attract a talented and competent equitable workforce for the State of California.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Expert public speaker, able to establish credibility and trust with leadership, staff, and the public

  • Ability to present to large crowds; effectively communicate orally and in writing. 

  • Strong writing skills, particularly experience in communicating information to a wide variety of audiences, and preparing communications, public outreach and written or visual materials that conveys information accurately, concisely, in culturally appropriate and plain language

  • Flexible and adaptable; works well in high volume, demanding environment with multiple priorities, able to clearly relay directives and ensure prescribed tasks are carried out

  • Can objectively evaluate performance, identify lessons learned, and implement best practices and corrective action

  • Leads by example, encourages innovation and continuous improvement

  • Experience with strategic planning and driving toward goals and objectives

  • High attention to detail with exceptional organizational skills. 

  • Experience creating and executing successful sourcing and recruitment strategies across a variety of disciplines. 

  • Passion to build relationships, negotiate, persuade, and present ideas. 

  • Comfortable in a face-paced environment and can work under pressure of changing priorities
